Remote Lodge Tourism Activities Approval

Regarding Remote Tourism Operation(s) for Yellow Dog Lodge, Inc.

Chief Public Health Officer Approval for Gordon Gin to allow residents, new residents and non-residents of the Northwest Territories to stay at Yellow Dog Lodge, following the approved NWT Remote Tourism Operator COVID-19 Operations Plan and supporting documents (Exemption to Public Health Order Dated April 21, 2021 Allowing Residents and Non-Residents Of The Northwest Territories To Stay At A Remote Lodge Or At Other Remote Locations With Tourism Activities, Operated By A Remote Tourism Operator – Including Exemption To The Public Health Order – Covid-19 Travel Restrictions and Self-Isolation Protocol – As Amended December 1, 2020 Subparagraph 1).

WHEREAS the Chief Public Health Officer may take certain actions including issuing directions or orders for the purpose of protecting the public health under the authority of the Public Health Act, S.N.W.T. 2007, c.17, I, Dr. Kami Kandola, as Chief Public Health Officer of the Northwest Territories have issued the Public Health Order Dated April 21, 2021 Allowing Residents and Non-Residents Of The Northwest Territories To Stay At A Remote Lodge Or At Other Remote Locations With Tourism Activities, Operated By A Remote Tourism Operator – Including Exemption To The Public Health Order – Covid-19 Travel Restrictions and Self-Isolation Protocol – As Amended December 1, 2020.

This approval allows the operator to resume remote lodge tourism activities or tourism activities in remote locations as applicable, under their approved NWT Remote Tourism Operator COVID-19 Operations Plan and supporting mitigation plan documents.Participating residents, new residents and non-residents of the Northwest Territories must not have traveled outside of Canada within 14 days of participation. Responsibility for pre-season set-up, operations, and staff and client behaviour lie with the remote tourism operator.

The operator will ensure the following as applicable:

  • Inbound clients, guides and staff shall have no/minimal contact with NWT residents/communities while in the NWT unless they will continue to cohort with them for the required period of self-isolation.
  • Staff and guides travelling into the NWT from any other Canadian jurisdiction do not freely travel within the NWT to conduct preparations, etc. until they have completed  the required period of self-isolation, or have applied to the OCPHO for, and received,  an exemption to work.
  • Any NWT residents that have had contact with non-residents who have not self-isolated for the required period of self-isolation will report to ProtectNWT for direction on self-isolation requirements.
  • Guides host no more than one group within the required period of self-isolation. If a cohort, including the guide, comes into contact with another cohort, the self-isolation clock restarts.
  • In the case of a suspected or known COVID-19 event, services of a medical director will be accessed to provide clinical assessment and medical expertise.

Any participating residents, new residents and non-residents of the Northwest Territories entering into the NWT to stay at a remote lodge/other remote locations with tourism activities must, prior to entering the NWT, complete and submit a self-isolation plan to Protect NWT identifying the remote tourism operation by name. Self-isolation plans must be approved by Protect NWT.

All participants (guides, staff, and clients) will ensure the following:

  • Compliance with their approved self-isolation plan, as applicable;
  • Self-monitor and immediately self-isolate away from other persons and follow the operator’s NWT Remote Tourism Operator COVID-19 Operations Plan;
  • NWT resident who had contact with non-residents who have not self-isolated for the required period of self-isolation will we subject to self-isolation requirement.

And they comply with any other conditions set out by the Chief Public Health Officer in the approval granted under subparagraph 3 (a) herein.
